A homeowner in a surge zone installs impact windows and reasonably believes the house is protected. Impact glazing resists wind pressure and windborne debris; it does nothing about water rising into the structure from below, and conflating the two leaves people less prepared than they think.
The distinction matters financially as well as practically. Wind and flood are typically separate coverages with separate deductibles, and impact glazing generally bears on the wind side. A homeowner who has invested in impact protection and assumes they are covered for water is holding two different risks as though they were one.
What impact glazing does and does not do
- Resists wind pressure and windborne debris — its purpose.
- Keeps the envelope closed, preventing internal pressurization.
- Reduces water driven horizontally against the opening.
- Does not stop surge or flooding entering from below.
- Does not raise a building above a flood elevation.
What impact glazing does do about water
Keeping the envelope intact during a storm prevents wind-driven rain entering through a broken opening, which on an unprotected house can be a very large volume of water over several hours. That is a real benefit and it is worth having.
What it cannot do is stop water rising from below, and in a surge-exposed area that is the exposure that damages the structure and the contents. The two need addressing separately.
