Marketing across Florida uses "Miami-Dade approved" as a shorthand for quality, and in Tampa Bay that is citing a regime that does not apply here. A product with statewide Florida Product Approval and adequate design pressures is fully compliant, and a homeowner paying an HVHZ premium at a non-HVHZ address is paying for a requirement they do not have.

The confusion is understandable because the marketing is statewide while the requirement is not. Manufacturers selling across Florida lead with the strictest approval they hold, and by the time that reaches a homeowner in Tampa Bay it has become a general claim about quality rather than a statement about a particular jurisdiction.
